Biography
Paul Anand is a Professor in the Economics Department at the Open University. He has worked on issues to do with rationing, particularly generalisations of QALY maximisation and the integration of competing claims to health-care, work published in Economica and Journal of Health Economics . Currently he is engaged in research associated with the use of Sen's capabilities approach to welfare economics initially funded by the Arts and Humanites Research Board and a project on Local Health Economies funded by the NHS Service Delivery and Organisation R&D Programme (SDO). He has acted as a consultant for a number of organisations including NHS, OECD and NAO, has held posts at both Oxford and Cambridge Universities and is a commissioner for SDO.
